Launch of scheme for Girl Child named "Sukanya Samridhhi Account" by Hon'ble Prime Minister
http://2.bp.blogspot.com/-gOiM7naurgU/VDlXeKocQOI/AAAAAAAAMc0/Ug37AhMdDwc/s280/IMG_3474.JPG
When Prime Minister Narendra Modi will launch 'Beti Bachao Beti Padhao' campaign at Panipat on January 22, he would also introduce an ambitious scheme 'Sukanya Samruddhi Account' to make girls financially empowered.
Modeled on the pattern of small savings schemes of the government, the Centre would offer high rate of interest for account holders under the new scheme. For the current financial year, this would work out to 9.1%. For the sake of simplicity, the manner of interest calculation would be similar to public provident fund (PPF).
Under the scheme, the account can be opened from the birth of the girl child till she attains the age of 10. A girl child who attained the age of 10 years, one year prior to notification, will also be eligible. The account can be opened by an amount of Rs 1,000 and in a financial year investment ceiling is Rs 1.5 lakh. The child can close the account earliest at the age of 21 years with option of keeping the account till marriage.
The exemption on investments made under the scheme will also be eligible for exemption under 80C of Income Tax Act, 1961.

7th Pay Commission – Estimated Pay Scales shows substantial increase in salary for CG Employees

Hurry..! 7th Pay Commission’s report to be implemented on 01.01.2016

Estimated Pay Scales shows substantial increase in salary.

New Delhi, There is a good news for Central Government employees that 7th Central Pay Commission’s report will be implemented with effect from 01.01.2016. Central Government employees are expecting merger of dearness allowance, increase in other allowances such as house rent, children education allowances etc. with the implementation of this report.

With the beginning of 2016, pay scales proposed by 7th pay commission will be implemented. Our reports suggests that expected pay structure would be similar that we have produced. If this happens then there would be three times jump in the salaries of central government employees.

7th pay commission has reiterated that ratio between the minimum and maximum pay scales proposed by 6th pay commission was 1:12. It has also reiterated that there are lots of anomalies left, after the implementation of 6th pay commission and those anomalies will certainly be taken care of. It is expected that ratio between the minimum and maximum pay would be 1:13. This will certainly be anoying factor for employees unions.

Employees unions are studying estimated pay scales and would certainly be registering its suggestions soon.

Till date central government has notified six pay commissions before notifying seventh in February 2014. First central pay commission was notified in 1946, second CPC in 11957, Third CPC in 1970, Fourth CPC in 1983, Fifth in 1994 and sixth in 2006.

Report of sixth pay commissoin was implemented w.e.f. 01.01.2016. Sixth pay commission had proposed many newthing such as children education allowance and transport allowance.

It further prposed increase in all allowances by 25% with the increase in dearness allowance to 50% to counter rising inflation. It had also proposed two year child care leave for women employees. These measures were widely welcomed by central government employees. These measures were widely welcomed by central government employees. 6th pay commission had also proposed to modify assured career progression scheme and introduced Modified Assured Career Progression Scheme (MACP).

Now central government employees are expecting modification in allowances and schemes. Employees are expecting increase in house rent, children education allowance, transport allowance and other allowances. Employees are also expecting that currency of Modified Assured Career Progression Scheme will be reduced to five years from 10 years. Employees unions are demanding upgradation in grade pay after five years, if the employee doeno’t get the benefit promotion in five years time.

Central government employees are also expecting that 7th pay commission would recommend permanent solution to merger of dearness allowance with basci pay if it crosses 100% mark.

Employees are also expecting increase in annual increment from 3% to 5%. One bone of contention for central government employees is Grade pay Rs. 5400. This grade pay falls both in PB-2 and PB-3. Employees are expecting increase in grade pay Rs.5400 which falls in PB-3 so that on promotion employees get increase in grade pay along with increase in increment @5% (current increment is 3%).

City compensatory allowance was stopped by 6th pay commission. Employees’ unions wants that city compensatory allowance be restored according to the class of cities.

Expectations are very high let’s see how much 7th pay commission fulfills those. But it is certain that 7th pay commission will bring cheers to around 80 lakhs central government employees and pensioners.

By pass RBI, create India Post Bank through law, PM's task force told govt

PRESS NEWS:
A task force set up by Prime Minister Narendra Modi to review the operations of India’s postal department has mooted the creation of a full-fledged Postal bank.
The panel is headed by former cabinet secretary, TSR Subramanian and comprising of experts that includes former Infosys board member TV Mohandas Pai,
The recommendations will be submitted to the government soon, according to a government official in the know of the development. In fact, the task force has recommended to launch the proposed Post bank through an Act of the Parliament and not by approaching the Reserve Bank of India (RBI).
“The task force has is not in favour of permitting India Post to run a payments bank but wants the department to run a full-fledged commercial bank, which it believe will help push the cause of financial inclusion in the country,” the official said.
An announcement in this regard is likely to be made as early as Thursday at Dak Bhavan, the headquarters of department of postal services in Delhi, the official said.
The task force, set up in August, has also made several other recommendations to leverage the vast network of India Post and its local knowledge across regions in India, the official said.
For India Post, which has been cherishing the dream of becoming a bank, the Subramanian panel recommendation will be a huge boost for its demand for a full service banking permit.
The Postal department, which was among the 25 contenders for a full service banking licence last year, didn’t get into the final list since the UPA government at the time wasn’t keen on backing the move and refused to provide the department with the minimum capital required to set up a commercial bank.
Last year, while issuing licenses to IDFC and Bandhan, the RBI had observed that India Post can be given banking licence if government, technically the promoter of the proposed Post bank, gives its nod.
India Post has argued that the department’s entry to banking can contribute massively to the cause of financial inclusion, or the process of spreading banking services to the unbanked population of the country, using its vast network of 1,55,000 post offices.
Of its total network, about 1,39,040 post offices are in rural areas. Going by a 2011 estimate of the postal department, about 6,000 people are covered on average by post-offices in rural areas and about 24,000 in urban areas.
Through its various saving schemes, Postal department handles deposits to the tune of Rs 6,00,000 crore.
As Firstbiz noted earlier, India Post’s entry into banking can be game changer in rural banking given the massive reach of Post in the far-flung areas of the country and local knowledge.
The department has already commenced the process of linking all its branches through technology, besides setting up ATMs across the country.
The development has come at a time the RBI is opening up the banking sector to differentiated banks or banks with specific areas of focus such as payments banks and small banks. Payment banks can engage in accepting small deposits, offer ATM/debit cards, payments and remittance services through various channels. They can also offer financial products like mutual fund units and insurance products.
Small finance banks, on the other hand, are almost like full service commercial banks. However, these banks cannot engage in large value transactions since 75 percent of their loans must be lent to the so-called priority sector. For existing banks, this requirement is 40 percent. Also, at least 50 percent of their loan portfolio should constitute loans and advances of up to Rs 25 lakh.
India Post, however, is not keen to set up a small bank or payments bank and, instead, wants a full service banking licence, the official quoted earlier said.

Order of recovery of excessive payment made to employees would be impermissible in law if the mistake is detected after 5 years or if it is from Group C or D employees or from retired employees: Supreme Court

NEW DELHI: Recovery of excess amount paid to Class-III and Class-IV employees due to employer's mistake is not permissible in law, the Supreme Court has ruled saying that it would cause extremely harsh consequences to them who are totally dependent on their wages to run their family.

The apex court said employees of lower rung service spend their entire earning in the upkeep and welfare of their family, and if such excess payment is allowed to be recovered from them, it would cause them far more hardship, than the reciprocal gains to the employer.

A bench of JS Khehar and Arun Mishra also directed that an employer cannot recover excess amount in case of a retired employee or one who is to retire within one year and where recovery process is initiated five years after excess payment.

"We are therefore satisfied in concluding, that such recovery from employees belonging to the lower rungs (i.e., Class-III and Class-IV - sometimes denoted as Group 'C' and Group 'D') of service, should not be subjected to the ordeal of any recovery, even though they were beneficiaries of receiving higher emoluments, than were due to them. Such recovery would be iniquitous and arbitrary and therefore would also breach the mandate contained in Article 14 of the Constitution," Justice Khehar, who wrote the judgment said.

It said that the employer's right to recover has to compared, with the effect of the recovery on the concerned employee and if the effect of the recovery from the employee would be, more unfair, more wrongful, more improper, and more unwarranted, than the corresponding right of the employer, which would then make it iniquitous and arbitrary, to effect the recovery.

"In such a situation, the employee's right would outbalance, and therefore eclipse, the right of the employer to recover," the bench said.

The bench passed the order on a petition filed by Punjab government challenging Punjab and Haryana high court order restraining it to recover the excess amount paid by mistake to numerous employees over the years.

It said we may, as a ready reference, summarize the following few situations, wherein recoveries by the employers, would be impermissible in law:

(i) Recovery from employees belonging to Class-III and Class-IV service (or Group 'C' and Group 'D' service).

(ii) Recovery from retired employees, or employees who are due to retire within one year, of the order of recovery.

(iii) Recovery from employees, when the excess payment has been made for a period in excess of five years, before the order of recovery is issued.

(iv) Recovery in cases where an employee has wrongfully been required to discharge duties of a higher post, and has been paid accordingly, even though he should have rightfully been required to work against an inferior post.

(v) In any other case, where the Court arrives at the conclusion, that recovery if made from the employee, would be iniquitous or harsh or arbitrary to such an extent, as would far outweigh the equitable balance of the employer's right to recover.

The court said a government employee is primarily dependent on his wages, and such deduction from salary should not be allowed which would make it difficult for the employee to provide for the needs of his family and any recovery must be done within five years.

In this case, the employees were given monetary benefits in excess of their entitlement due to a mistake committed by a concerned competent authority, in determining the emoluments payable to them.
