Sub : Examination for selection of eligible GDS to the cadre of PA/SA                 against the unfilled departmental vacancies for the year 2012 – reg.

             In accordance with the Directorate’s letter no. A.34012/10/2014-DE                                   dated 21.02.2014, it has been decided to hold the Examination among the GDS officials for selection to the cadre of PA/SA, for the unfilled departmental quota vacancies of 2012 in Tamilnadu Circle. The division-wise vacancy position for the examination is furnished in the Annexure.  This may be communicated to all GDS officials including those on leave.

  The Eligibility criteria are   :

1.   Educational Qualification  :   (i) Should  have  passed  10+2 or  12^th  class   from  a Recognized   University   or  Board  of  Secondary Education   with  English  as  a compulsory  subject   (excluding Vocational  streams)

                                                               (ii) Should  have  studied   Local  Language  of the  State   or Union  Territory   of the  Concerned  Postal  Circle,  or   Hindi   as  a  subject   at least  in  Matriculation  or  equivalent  level.  

2.   Age  Condition :    (i) The Gramin   Dak  Sevaks  should be  within  30  years  of  age     as   on  1-1-2012 (for  the year  to which  vacancy pertains  to) in r/o UR candidates

(ii)    Gramin  Dak  Sevaks  belonging  to Scheduled  Caste/Scheduled  Tribe   should  be  within  35  years  of  age  as  on 1-1-2012   and;

(iii)   those Gramin  Dak  Sevaks   belonging to Other Backward Classes   should be  within  33  years  of  age  as on  1-1-2012 ;

The  Gramin   dak sevaks   should  submit  an  attested    copy  of      Caste certificate  issued  by  the  Competent authority in  the  prescribed  format along  with  his    application.

3.    Service  Condition  :    The Gramin Dak  Sevaks   must  have put  in  minimum   5  years  of  regular  and continuous service   as  on  1-1-2012.

4.   Pattern of Examination : All  eligible  GDS belonging to  various  categories   who  have  the educational  qualification   of 10+2  or  12^th  class  pass from a recognized university or Board of School Education or Board of Secondary Education with English as a compulsory subject  and fulfilling  the conditions  cited  above shall  be  invited  for  appearing  in Aptitude test. (Paper I)    (No  weightage  for  marks  secured  by  the  Applicants   in 10+2  or  12^th class  will be  given  while  preparing  the  Merit Lists)

Aptitude Test (Paper-I) will be comprising four parts (Part A, B, C & D).  The duration of the Aptitude Test will be for 2 hours (120 minutes).  There is no negative marking. 

Part ‘A’	25 Questions on General Knowledge -  Questions on current events, sports, history, geography, basic economics, general politics, Indian Constitution, Science environment etc    (25 marks).
Part ‘B’	25 Questions on Mathematics of matriculation standard which may cover number system, simplification, decimals, corrections, simple and compound interest, percentage, average, profit and loss, discount, mensuration, Time & work and time & distance etc.  (25 Marks)
Part ‘C’	25 questions on English covering grammar (prepositions, adverbs, conjunction, direct/indirect speech, singular & plural, tenses, antonyms/synonyms etc.  (25 Marks)
Part ‘D’	25 Questions on Reasoning and analytical Ability.  (25 marks)

4.1.    Gramin  Dak  Sevaks    numbering   five  (5) times  the total number  of  vacancies  in  each  category i.e.,  OC,  SC, ST,  OBC, etc   shall be declared qualified in descending order of merit based on the marks secured by them in the Aptitude Test (Paper I)  for taking the Computer/Typing Test (Paper II).   The minimum qualifying marks to be obtained in each part of the Aptitude Test is prescribed as under:-

           

Unreserved candidates (OC)	40% i.e. 10 marks in each part and 40% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks.
OBC	37% i.e. 9 marks in each part and 37% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks.
SC/ST	33% i.e. 8 marks in each part and 33% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks.

4.2.     Computer/ Typing Test ( Paper  II)  :  The typing test  will  be  for  a duration  of   30  minutes  (15  minutes for  typing  and  15 minutes  for  data  entry)  consisting

one  passage  of  450  words  in  English   OR 375  words  in  Hindi  to be  typed  with 

a  minimum  speed  of   30  words per  minute or  25  words  per  minute  respectively.  Test in Data entry   will be  of  some figures   and  letters  each  carrying  equal  marks  on  computer. The  above  test  will be conducted   on  Computer  Key  board,  but  not  on  a  typewriter.    Further,  the candidates  have  to  secure  prescribed  qualifying  marks  in  this  test. The marks will be based on speed and accuracy.   This  is  a  combined  test,  and  marks  in  both the  components  put together will be  reckoned  for  qualifying.

5.      All  the  Divisional   heads  are  directed  for   giving  wide  publicity  to  this  Circular  for inviting  the  Applications  from  Gramin  Dak  Sevaks   in  prescribed  form. The last date for submission of prescribed applications by the Gramin Dak Sevaks is 27^th March, 2014.

6.    The  Divisional  heads   have  to  ensure  proper  verification  of  Date  of  birth,  service  condition,  Educational Qualification  and  caste  w.r.t.  proper  records   and  forward   the   applications of eligible  Gramin   Dak   Sevaks   along  with   a  list   to   reach   the  Regional  office   on  29.03.2014 and the region should forward the list  and applications to Circle office on  01/04/14.

 

7.   The  applications  should be accompanied by  proof  of  date  of birth, Educational Qualification,  and   Caste,  duly  recommended  by  the Divisional  head.  The   service  rendered  by  the Gramin Dak Sevaks  has  to be  certified  by  the  Competent  Appointing  Authority.

8.       No application  received   after  prescribed  closing  will be  entertained  under  any  circumstances.

All the Regional PMsG/Divisional Superintendents are requested to kindly call for the applications from the GDS officials in plain paper and after ascertaining the eligibility, supply the OMR kits to the eligible candidates.  In divisions, where there is no vacancy, the GDS of the Divisions should not be supplied with the applications.

Govt likely to increase and merge dearness allowance with basic pay

NEW DELHI: The government may increase and merge dearness allowance (DA) with basic pay with the Union Cabinet expected to include the proposal as part of the terms of reference of the 7th pay commission. 

The move will facilitate announcement of interim relief to more than 50 lakh government employees and 30 lakh pensioners by the newly-constituted pay commission before the code of conduct for the Lok Sabha polls come into force. 

Central government employees unions have been demanding that besides raising DA to 100%, the government should revise the pay and merge DA with basic pay, considering market inflation and price hike of essential commodities.

As per practice, DA is merged with basic pay when it breaches the 50% mark. DA merger helps employees as their other allowances are paid as a proportion of basic pay. 

An official said if merger of 50% DA with basic pay was decided, it could lead to hike in salary by around 30-35%. He added that there were instances of announcing interim relief to employees apart from DA by a newly constituted pay commission prior to their implementation. 

Merger of 50% DA with basic pay was done in the 5th pay commission, but the 6th commission did not recommended it. 

The Centre is expected to announce next month a hike in dearness allowance by 10% which would make it 100% of basic pay. It will be the second double digit DA hike in a row as the government had announced a hike of 10% in September last year, effective from July 1, 2013. 

An official said hike in DA will not be less than 10% and would be effective from January 1 this year.

Postal services were affected on Wednesday following a two-day strike called by Central government employees who are demanding implementation of the Seventh Pay Commission report and regularisation of the services of temporary staff.

Public suffered because of the strike as postal delivery and money order services were affected. Already, there is a shortage of stamps at several post offices. Of the 1,380 employees, including 939 temporary staff, working in 385 branch post offices in the district, only 23 officers and a few temporary staff reported for duty. Officials had locked the gates of post offices and continued their work. The gates were locked to protect the employees working inside, said a postal staff.

Twelve of the 14 employees in the Income Tax Department and 22 of the 44 Central Excise staff also did not turn up for duty.

பல்வேறு கோரிக்கைகளை வலியுறுத்தி மத்திய அரசு ஊழியர்கள் ஸ்டிரைக்: தபால் நிலையங்கள் முடங்கின

சென்னை: மத்திய அரசு ஊழியர்கள், வேலை நிறுத்த போராட்டம் இன்று காலை 6 மணிக்கு துவங்கியது. இதில் நாடு முழுவதும் 12 லட்சம் பேரும், தமிழகத்தில் 1.5 லட்சம் பேரும் பங்கேற்றுள்ளனர். மத்திய அரசின் 7வது ஊதியக்குழுவை கடந்த ஜனவரி முதல் அமல்படுத்த வேண்டும். 50 சதவீத அகவிலைப்படியை அடிப்படை சம்பளத்துடன் இணைத்து பென்ஷன் உள்ளிட்ட அனைத்து நிதி பயன்களையும் உயர்த்தி வழங்க வேண்டும் உள்ளிட்ட கோரிக்கைகளை வலியுறுத்தி, நாடு முழுவதும் உள்ள 12 லட்சம் மத்திய அரசு ஊழியர்கள் இன்றும், நாளையும் ஸ்டிரைக்கில் ஈடுபடப் போவதாக அறிவித்திருந்தனர். 

இந்த போராட்டத்தில் தபால் துறை, அணுசக்தி துறை உள்ளிட்ட அனைத்து மத்திய அரசு பணியாளர்களும் கலந்துகொள்வார்கள் என்று மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் பொதுச் செயலாளர் துரைப்பாண்டியன் அறிவித்திருந்தார். சென்னை சாஸ்திரி பவனில் உள்ள மத்திய அரசு அலுவலகங்கள், நுங்கம்பாக்கத்தில் உள்ள வருமான வரித் துறை அலுவலகங்கள், தேனாம்பேட்டையில் உள்ள மத்திய கணக்கு தணிக்கை துறை அலுவலகங்களில் இன்று காலை ஊழியர்கள் யாரும் பணிக்கு வரவில்லை. இதனால், இந்த அலுவலகங்கள் வெறிச்சோடி கிடந்தன. அதே போல், கல்பாக்கம் அணு ஆராய்ச்சி நிலையம் உள்ளிட்ட தமிழகம் முழுவதும் உள்ள மத்திய அரசு அலுவலகங்களிலும் பணிகள்  ஸ்தம்பித்தன. 

மேலும், 15 அம்ச கோரிக்கைகளை வலியுறுத்தி நாடு முழுவதும் 3.5 லட்சம் தபால் துறை ஊழியர்களும் ஏற்கனவே 2 நாள் வேலை நிறுத்தப் போராட்டம் அறிவித்திருந்ததால், அவர்களும் இந்த ஸ்டிரைக்கில் பங்கேற்றனர். இதனால், தமிழகத்தில் 35 ஆயிரம் ஊழியர்கள் ஸ்டிரைக்கில் ஈடுபட்டதால், தபால் அலுவலகங்கள் முடங்கின. தபால்கள், மணியார்டர் பட்டுவாடா உள்ளிட்ட பணிகள் பாதித்தன. சென்னை அண்ணாசாலையில் உள்ள தபால் அலுவலகத்தின் வாயிலில் இன்று காலையில் தபால் துறை ஊழியர்கள் ஆர்ப்பாட்டம் நடத்தினர். வருமான வரித் துறை அலுவலகம் முன்பாக நடந்த ஆர்ப்பாட்டத்தில், பல்வேறு துறை மத்திய அரசு ஊழியர்களும் பங்கேற்றனர். 

போராட்டம் குறித்து, மத்திய அரசு ஊழியர் சங்க பொதுச்செயலாளர் துரைபாண்டியன் கூறியதாவது: சம்பளக் குழுவில் ஊழியர் சங்க உறுப்பினர்களை நியமிப்பது குறித்தோ, 50 சதவீதத்திற்கு அதிகமான பஞ்சப்படியை அடிப்படை ஊதியத்துடன் இணைப்பது குறித்தோ, இடைக்கால நிவாரணம் வழங்குவது குறித்தோ மத்திய அரசு எந்த முடிவும் அறிவிக்கவில்லை. இந்த கோரிக்கையை வலியுறுத்தும் வகையில், இன்றும், நாளையும் வேலை நிறுத்த போராட்டம் நடைபெறுகிறது. அகில இந்திய அளவில் 105 சங்கங்களை சேர்ந்த 12 லட்சம் பேரும், தமிழக அளவில் 45 சங்கங்களை சேர்ந்த 2 லட்சம் பேரும் ஸ்டிரைக்கில் பங்கேற்றுள்ளனர். இவ்வாறு அவர் கூறினார்.

FUNCTIONING OF ALL CENTRAL GOVT. OFFICES (OTHER THAN RAILWAYS & DEFENCE) COMPLETELY PARALYSED AND CAME TO A STANDSTILL. 1,55,000 POST OFFICES AND RMS OFFICES INCLUDING BRANCH POST OFFICES CLOSED.

WARNING AND THREAT OF VICTIMISATION BY THE GOVT COULD NOT DETER THE EMPLOYEES FROM JOINING THE STRIKE.

PENT UP DISCONTENTMENT AND ANGER OF THE EMPLOYEES BURST OUT LIKE A VOLCANO.

EVERYWHERE ENTIRE EMPLOYEES ARE ON STRIKE AND IN MAJORITY OF THE STATES/CIRCLES AND DEPARTMENTS IT IS ALMOST NEAR TOTAL.

UPA GOVERNMENT  IS NOT READY TO CONCEDE ANY OF OUR DEMANDS, JUST AS IN THE CASE OF BANK EMPLOYEES.

CONTINUE THE STRIKE ON 13TH FEBRUARY ALSO.
