PAYMENT OF DEARNESS ALLOWANCE TO CENTRAL GOVERNMENT EMPLOYEES – REVISED RATES EFFECTIVE FROM 1.7.2015

OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.7.2015

            The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/2/2015-E-II (B) dated 10th April , 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.

2.         The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3.         The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4.         These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5.         In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

SENSITIVE  BRANCH களில்/நீண்ட காலம் DEPUTATION மற்றும் OVER TENURE களில் ஊழியர்கள் இருக்கக்கூடாது என்று நாம் எத்தனை முறை  கோரி வந்தாலும், பல  கோட்ட அதிகாரிகள் தங்கள் பகுதிகளில் இவற்றை மாற்றிக் கொள்ள கொள்ளவிரும்பவில்லை. 

இது குறித்து பல கோட்டங்களில் இருந்து தொடர்ந்து புகார் வந்த வண்ணமே உள்ளது. அப்படி சட்டத்தை மீறி , விதிகளை மீறி ஒரு சிலருக்கு சலுகை காட்டும் காரணத்தை அந்தந்த கோட்ட அதிகாரிகளே  அறிவார்கள் . 

இது குறித்து  மண்டல மற்றும் மாநில மட்ட அதிகாரிகளிடம்  நாம் பலமுறை  புகார் கூறியுள்ளோம். இன்றுவரை  பலன்  இல்லை. இனி வேறு வழியில்லை . அவர்கள் குறித்து CVC  அளவில்  புகார் செய்ய வேண்டிய நிலைதான் ஏற்படும் என்பதை மாநிலச் சங்கத்தின் சார்பில் தெரிவித்துக் கொள்கிறோம்.

Subject:- Review of Mechanisms to ensure probity among Government Servants.

In a meeting taken by the Cabinet Secretary on 10.08.2015 with senior officers of different Ministries on mechanisms to adopt to ensure probity among Government Servants, it has been emphasized that rotation needs to be carried out in respect of sensitive posts and non-sensitive posts and review and screening of officers under FR 56(J) within the Ministries and DOPT shall monitor implementation and obtain compliance from all Ministries in this regard.

2. All Ministries/Departments are, therefore, requested to kindly look into the matter and carry out rotation in respect of sensitive and non-sensitive posts . As this activity is to be completed in a time bound manner, it is requested that priority attention may be paid to it and inputs sent to the internal Vigilance Section at the very earliest. These details are also to be made part of the monthly D.O. letter to be sent by concerned Secretary to the Cabinet Secretary.

அன்புத்  தோழர்களுக்கு  இனிய வணக்கம் !  கடந்த வாரம் நம்முடைய CPMG அவர்கள் GHAZIABAD சென்றிருந்த காரணத்தால்  நம்முடைய  மாநிலச் சங்கத்தின் புதிய நிர்வாகிகள் பட்டியல் அவரிடம் அளிக்க இயலவில்லை.  இன்று (14.09.2015) மாலை சுமார் 05.30 மணியளவில்  நம்முடைய அஞ்சல் மூன்று மாநிலச் சங்கத்தின் சார்பில் நம்முடைய மாநிலச் செயலர் தோழர்  J .R ., முன்னாள் மாநிலத் தலைவர் தோழர் ஸ்ரீவி , இந்நாள் மாநிலத் தலைவர் தோழர். P .மோகன் , மாநில நிதிச் செயலர் தோழர். A . வீரமணி , மாநில உதவிச் செயலர் தோழர். C . மோகன் , மாநில உதவி நிதிச் செயலர் தோழர். N . கோபால், நம்முடைய அகில இந்திய சங்கத்தின் முன்னாள் செயல் தலைவர்  தோழர். N.G., அஞ்சல் நான்கின் மாநிலச் செயலர் தோழர். G .கண்ணன் , RMS  மூன்றின் மாநிலச் செயலர் தோழர். K . ரமேஷ் , மாநில மகிளா கமிட்டி தலைவர்  தோழர்  ஏஞ்சல் சத்தியநாதன்  உள்ளிட்ட தோழர்கள் நம்முடைய CPMG  அவர்களை சந்தித்து நிர்வாகிகள் பட்டியலை அளித்து புதிய நிர்வாகிகளை  அறிமுகம் செய்தோம் . DPS  HQ அவர்கள் உடன் இருந்தார்.  சந்திப்பின்போது  தேங்கிக் கிடக்கும் பல்வேறு ஊழியர்கள் பிரச்சினைகள்  குறித்து கடிதம் அளித்து விவாதித்தோம் . அந்த கடிதத்தின் நகல்  கீழே  காணவும் .பேட்டி  சுமுகமாக நடைபெற்றது.

பிரச்சினைகள் மீது CPMG  அவர்கள் அளித்த  பதில் குறித்து  கீழே சுருக்கமாக தெரிவித்துள்ளோம்.

1. LGO  விலிருந்து எழுத்தராக பதவி உயர்வு பெற  நடத்திய  தேர்வின் முடிவுகள்  வெளியிட விரைவு  நடவடிக்கை எடுக்கப்பட்டுள்ளது.

2. LSG  பதவி உயர்வு பட்டியல் வெளியிட  APAR BENCH  MARK மீது அனுப்பப்பட்டுள்ள    மேல்முறையீடுகள்  விரைவாக  DISPOSE  செய்யப்பட்டு  வருகின்றன. APAR இறுதி

 செய்யப் பட்டவுடன் LSG  பதவி உயர்வுப்  பட்டியல் வெளியிடப்படும். 

3. SUNDAY  PAID  OFF மற்றும்  REVISED  WAGES /DA  CASUAL  மற்றும் GDS O/S களுக்கு  வழங்கிட உரிய   நடவடிக்கை எடுக்கப்பட்டு வருகிறது.

4. தற்போது பண்டிகை நாட்களில் விரைவுத்தபால் பட்டுவாடா முற்றிலும் நிறுத்தப்     பட்டது. எங்கேயாவது பிரச்சினை இருந்து புகார் அளிக்கப்பட்டால் உரிய நடவடிக்கை எடுக்கப்படும். 

5. திண்டுக்கல் தொழிற்சங்க அறிவிப்பு பலகை எடுக்கப்பட்ட பிரச்சினை மீது உரிய அறிவுறுத்தல் கடிதம் அனுப்பப்பட்டுள்ளது. பிரச்சினை தீர்க்கப்படும்.

6. Sr . PM  ,ERODE  மீது உரிய விசாரணை நடத்தி நடவடிக்கை எடுத்திட கடிதம் அனுப்பப்பட்டுள்ளது. 

7. நாமக்கல் கோட்ட பிரச்சினையில்  விரைவு நடவடிக்கை கோரப்பட்டுள்ளது .

8. தருமபுரி, தாம்பரம்  வடசென்னை உள்ளிட்ட கோட்டங்களில் நீண்ட காலம் 

   DEPUTATION  மற்றும் OVER  TENURE  குறித்த விபரங்கள் கேட்கப்பட்டு தற்போது

  மாநில அலுவலகம் வந்துள்ளன . அதன் மீது  உரிய நடவடிக்கை எடுக்கப்படும்.

9. RULE 38 இடமாறுதல் விண்ணப்பங்கள்  முறையாக பரிசீலிக்கப்பட்டு , DESERVING 

  ஊழியர்கள் பிரச்சினைகளில்  உரிய RELAXATION  நிச்சயம் செய்யப்படும். குறிப்பிட்ட  பிரச்சினை இருந்து ,  அது குறித்து தெரிவித்தால் மறு  பரிசீலனை  செய்யப்படும்.

                        You may aware that all the union under NFPE have conducted one day strike on 26.03.2015 on specific charter of demands,  and many of them are unsettled till time. Moreover, most of the items  are again placed in the RJCM meeting held on 06.08.2015. But till time there is no settlement on these issues. Some of the urging items are again reproduced below for the  kind  personal attention of our CPMG, TN so as to  take immediate action for  settlement.

1.  Releasing  the results  in  case  of  LGO to P.A.  exam. for the year 2014.

2.  Grant of Long pending LSG promotions and resultant HSG II/HSG I promotions/filling up of 

     the  vacancies in HSG I  posts , by maintaining at the level of HSG II, as per revised 

     rectt. rules.    

3.  Non grant of revised D.A. and Sunday paid off to Casual Labourers  & GDS outsiders.

4. Withdrawal of Speed delivery  duty  in all  religious holidays ordered in Southern Region/CCR.

5. Restoration of union Notice boards removed arbitrarily at Dindigul Division.

6. Enquiry and action requested on the continued harassment of staff by the Sr. PM, Erode HPO.

7. Request for confiscation of properties in the SAS agent fraud case at Namakkal; Grant of

   outsourcing to manage the abnormal shortage of staff, because of  the irregular assessment of 

   vacancies.

8. Recall of long pending deputationists/over tenured officials/working in sensitive branches 

    atTambaram, Dharmapuri  dns. etc.

9. Request for relaxation of 5 years condition in Rule 38 transfers on spouse category/ mutual/medical grounds cases, as agreed in the earlier RJCM meeting and practiced for the past several years in TN Circle.

DTE ALSO ISSUED ORDERS AGAINST UNETHICAL PRACTICE OF SPLITTING OF ACCOUNTS INTO LOWER DENOMINATION

அன்புத் தோழர்களே வணக்கம் ! 

         ஏற்கனவே நம்முடைய அஞ்சல் மூன்று மாநிலச் சங்கம் அறிவித்து நடத்திய 17.02.2015 மற்றும் 27.02.2015 இரு கட்ட போராட்டங்களின் விளைவாக கடந்த 24.02.2015 அன்று நம்முடைய CPMG அவர்கள் , பல்வேறு கோட்ட மட்ட அதிகாரிகள் தமக்கு அறிவிக்கப்பட்ட இலக்கினை பொய்யாக அடைந்திட ரூ. 10/- RD கணக்குகள் ஆயிரக் கணக்கில் போடச்சொல்லி துன்புறுத்துவது சட்ட விரோதமானது என்று கூறி " NO UNETHICAL PRACTICE OF SPLITTING THE ACCOUNTS/POLICIES WILL BE TOLERATED" என்று சுற்றறிக்கை அனுப்பியது உங்களுக்கு நினைவிருக்கும் . அதன் நகல் கீழே பார்க்கவும். 

தற்போது நம்முடைய இலாக்காவில் இருந்தும் இதே உத்திரவை வெளியிட்டுள்ளார்கள். அந்த சுற்றறிக்கை நம்முடைய CHIEF PMG யால் அனைத்து கோட்ட அதிகாரிகளுக்கும் அனுப்பப்பட்டுள்ளது. இதனையும் மீறி எந்த குட்டி அதிகாரியாவது தவறு செய்தால் அது குறித்த முழு விபரம் மாநிலச் சங்கத்திற்கு ஆதாரத்துடன் தெரிவிக்கவும். 

இதன் மீது நம்முடைய CHIEF PMG, DTE மற்றும் நிதியமைச்சகத்திற்கு புகார் அனுப்பி உரிய நடவடிக்கை கோரப்படும்.
