MASS DHARNA IN FRONT OF FINANCE MINISTER’S OFFICE A RESOUNDING SUCCESS

ABOUT 3000 CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS RALLIED IN FRONT OF NORTH BLOCK, THE CENTRE OF GOVERNANCE OF GOVERNMENT OF INDIA

AN OUTBURST OF PROTEST, ANGER, RESENTMENT AND DISCONTENTMENT AGAINST THE BETRAYAL OF NDA GOVERNMENT

The mass dharna organized in front of Union Finance Minister’s office at North Block, New Delhi was a thundering success. Inspite of repeated intervention of the police authorities and also denial of police permission in the last minute, employees and pensioners poured in thousands from all parts of the country and defeated the attempt of the authorities to prevent the Confederation from conducting the dharna at the declared venue, North Block, the centre of governance of Govt. of India. About 3000 employees and pensioners participated. As South Block and North Block are highly protected security zone in Delhi, during the last more than 15 years, no agitational programme could be organized near South/North Block. The dharna participants included employees from various affiliates of Confederation, Central Government Pensioners Associations, Autonomous body employees and pensioners. As a mark of solidarity and support of Central Secretariat employees, the leaders of Central Secretaries Employees Associations also participated in the mass dharna. The demands raised in the 21 point charter of demands of Confederation submitted to Government during the 16th May 2017 strike was highlighted. The demands included honour assurance given by the Group of Minister’s on 30.06.2016 to NJCA leaders, Increase minimum wage and fitment formula, grant revised allowances including HRA and Transport Allowance from 01.01.2016, Implement option-I parity recommended by 7th Pay Commission for pre-2016 pensioners, Implement positive recommendations of Kamalesh Chandra Committee Report on GDS and grant Civil Servant Status to Gramin Dak Sevaks, Regularise casual, Part-time, contingent, daily-rated and contract workers and grant equal pay for equal work, withdraw stringent conditions imposed on MACP promotions, Scrap PFRDA Act and withdraw NPS, stop outsourcing, Fill up all vacant posts, remove 5% condition on compassionate appointments, upgradation of pay scale of LDC/UDC, parity in pay to stenographers, Assistants, Ministerial staff in subordinate offices and in all organized accounts cadres with that of Central Secretariat staff etc.

The mass dharna programme was presided by Com. K. K. N. Kutty, National President, Confederation. Coms: M. Krishnan, Secretary General, Confederation, R. N. Parashar, Secretary General, NFPE, Asok Kumar Kanojia, President, ITEF, Tapas Bose, President, Audit & Accounts Associations, R. Seethalkshmi, Convenor, Women’s Sub Committee, M. K. Kaushik, Ghanashyam, Central Secretariat Employees Association, Worlikar, National Federation of Atomic Energy Employees, Srikrishna Sharma, Central Government Pensioners Association, Rajasthan, Jaipur, Giriraj Singh, President, NFPE & COC Delhi addressed the huge gathering. Com. Vrigu Bhattacharjee, Secretary General, Civil Accounts Employees Association & General Secretary, COC Delhi welcomed the dharna participants and Com. Geetha Bhattacharjee, National Secretariat member, offered vote of thanks. The mass dharna commenced at 11 AM and concluded at 2.30 PM. Slogans condemning the betrayal of the Group of Ministers were shouted.

The successful mass dharna once again proved that it is Confederation and Confederation alone is dare enough to fight against the betrayal of the NDA Government and also against all injustices meted out to the Central Government employees and Pensioners. The unprecedented success of the 16th March 2017 one day strike and the 23rd May 2017 mass dharna programme is a clear message to the Government that Confederation shall not rest, till the genuine and justified demands of the Central Government employees and Pensioners are settled.

Let us march forward to our next programme i.e; HUMAN CHAIN of Central Government Employees and Pensioners in all major cities in front of all important offices on 22nd June 2017.

MASS DHARNA ON 23.05.2017 AT NEW DELHI IN FRONT OF FINANCE MINISTER'S OFFICE

 VENUE OF THE MASS DHARNA ON 23rd MAY 2017

Mass Dharna will be organised in front of Finance Minister''s office on 23rd May 2017 under the banner of Confederation of Central Government Employees & Workers. For details please the circular published below. Venue of the DHARNA is Tikona Park , North Block , New Delhi adjacent to the Finance Ministry office, Opposite Gate Number 14 and Post office . All are requested to reach the North Block through road from Gurdwara Rakabgang side. All City buses terminating at Central Secretariat shall drop the DHARNA participants at North Block which is not more than fifty (50) meters from DHARNA spot. Nearest Metro station is Central Secretariat which is barely one kilometer away away from DHARNA spot. A walk from the metro station keeping the Parliament building on the left - hand side shall lead to the DHARNA spot. DHARNA will start at 12 noon. A Kind reference is invited to the letter cited under Ref (2) which is elaborately discussing the issues arising out of implementation of the Dte. Order dt. 27.5.2016,  of which many items are also under the purview of Circle Head, since the orders issued for identification of posts, carving out seniority list etc. promotions and postings that would be made out of implementation should be considered and needed for a review.

Other than that, many other issues would be cropped up at the time of implementation, which may be either against the statutory rules or against the practical applicability or against to the interest of the staff. Hence we request to consider the views of the staff side as presented in the informal meeting with the CPMG, TN on 15.5.2017, before implementation or the said order.

Staff side views:-

1.     Circle Seniority list of P.A.s after 4.11.92 should be released since the present draft list is containing only 1828 officials and the total no. of posts to be identified in LSG is 2967.

2.     All the representations of the officials on the draft seniority list should be considered and disposed properly before release of final seniority list and DPC procedures should be exhausted.

3.     The promotion orders should be released as a whole and not in piece meal and Promotions should be made from higher level posts to lower level posts, in order to fill up the promotional posts and for taking into account the chain of vacancies.
                       
4.     Proportionate no. of LSG, HSG II and HSG I posts should be identified in Accounts line as in the case of other Circles like Kerala.

5.     Suitable no. of LSG posts should be identified in S.A. and M.E. cadres as agreed upon in the earlier staff side meeting with CPMG, TN.

6.     In case of Anna Road HPO, Chennai GPO, Foreign Post, Chennai City Central Dn., Chennai City South Division, North Dn., proportionate no. of LSG posts are not identified now. Suitable no. of first line supervisory posts viz. in LSG should be identified in 4:1 ratio, in order to maintain the admitted pyramid structure in promotional hierarchy, for which proposals are already given by the respective Divl/Branch unions and Divisions/Units.

7.     NFG posts should not be identified involving transfers, since it is non functional. No post is identified in  any other cadre when NFG is granted.

8.     Identification of posts in HSG II, HSG I level should be made in BPCs especially in City units/Dns. on revenue generation basis/as per the decision of the RJCM, in consonance with BD  Dte. lr. Dt.  16.1.2000.

9.     All the Declinations may kindly be accepted for those who could not move away, paving way to the younger aspirants for promotional posts.

10.   Initial promotional postings may kindly be made maximum within the same Dn/ Units.

11.   All the pending Rule 38 transfers should be effected and pending requests may kindly be considered before implementation of the order, since there would be no opportunity to consider these transfers in the coming years.
12.   Chain of vacancies should be taken into account while notifying the vacancies for current year and further recruitments. 
13.   Wherever there is no qualified hand for filling up of promotional posts such as HSG II/HSG I, the posts should be operated to the next level, till the officials getting required eligibility for promotion, in order to fill up maximum no .of promotional posts either on regular or on adhoc basis.
14.   Suitable orders may kindly be issued for granting offg. Pay for those who are eligible and officiating in the higher posts from lower level.
15.   There is anomaly in PM grade I offices where erstwhile LSG posts already exist being it is upgraded into HSG II. Suitable remedial action is much requested to set right this anomaly.
16.   Request to take immediate suitable action to fill up all the vacancies since already there exists 22% declared vacancies as on 1.4.2016. Further  there is no notification issued to fill up the 2016-17 vacancies up to the level of 10% and  there is no scope, at present for filling up of enhanced no. of   promotional posts to the level of 12%. In addition there is upto 10% of artificial vacancies exists in operative side because of more no. of deputations of P.A.s to unnormed posts such as BPC, CPC, CEPT, WCTC, PLI/RPLI, D.O./R.O./C.O. and S.A./M.E. etc. 
17.   It is further requested to move upon with the Directorate to obtain one time relaxation of filling up the posts of HSG I & II so that the officiating vacancies will not result in the shortage of PAs which will hamper the services of the Circle. It is most pertinent to mention that there is no recruitment over these three years and there is a shortage of PAS to the extent of around 30% in the circle as mentioned in para supra.
18.   In short, it is to submit that this is a new experience to the officials and there is a nightmare about the mass scale transfer which should be taken due care of since there is no immediate financial benefits to the seniors on accepting the promotions and that should not hamper their further financial up gradation. There is a need to consider this situation with more human approach and the officials should enjoy the result of the first cadre restructuring being implemented this time. This union hopes that the Chief PMG will consider the human value in practical at the time of its implantation and we are expecting the same approach as he has shown in the informal meeting held on 15.5.2017 on this issue.

No. l(1)/2011/UTA/365 dated 1st August 2016 on the above subject (copy enclosed), as per the amendment in Rule 44 issued vide Government of India Notification No. G.S.R. 412 (E) dated 27-04-2017 (copy enclosed), all payments to Government servants, including salary payments, shall be made by electronically signed payment advices for direct credit to their bank accounts, subject to availability of banking facilities:
            Provided that a one-time relaxation may be granted for payment by other recognized modes in cases of hardship where the reasons are duly approved by the Head of Department and Financial Adviser.
            This issues with the approval of the Finance Minister.

            A copy of letter of even  number dated 17.03.2017 addressed to Shri B.V. Sudhakar, the then Secretary (Posts) regarding settlement of the issues arisen  out of implementation of Cadre Restructuring  orders of Postal Group-C employees is  again submitted for your  kind  and sympathetic consideration . As the Group-C staff is facing so many problems after implementation of Cadre restructuring, so we have given some suggestion to settle the problems. But it is a matter of a great concern that after a lapse of one month period, no action appears to have been taken by the Postal Administration. We have also requested to keep the orders in abeyance temporarily till settlement of issues arisen out of implementation of Cadre Restructuring and the then Secretary has assured us but no order has been issued yet.
            It is therefore, requested to kindly cause suitable instructions to settle the problems as mentioned in the letter enclosed and keep the order in abeyance till then.

·        Revise pension and grant dearness relief to autonomous body pensioners
·        Implement positive recommendations of Kamlesh Chandra Committee on Gramin Dak Sevaks. Grant Civil Servant Status.
·        Regularise all Casual, Part-Time, Contingent and Contract Workers and grant equal pay for equal work.

All affiliated organisations and COCs are once again requested to mobilise large number of employee and pensioners as per quota fixed in the last circular and make the programme a grand success.

EXTEND FULL SUPPORT AND SOLIDARITY TO THE STRUGGLE OF DEFENCE EMPLOYEES FOR EXISTENCE.

Hon'be Defence Minister Sri Arun Jaitley has taken decision to outsource 143 products to PRIVATE SECTOR which are being at present manufactured by ordnance factories of Govt of India. Accordingly Defence Ministry has issued orders on 27.04.2017. On implementation of the above major policy decision of the Defence Ministry ,the job of almost 20000 (twenty thousand) defence civilian employees of ordnance factories involved in the production of these 143 products will be at stake. Jobs which are now performed by dedicated ordnance factory workers for years together are being snatched and given to private sector. As a result defence employees are facing serious threat to their job security.

 Against the above decision of the BJP-led  NDA Government , defence employees are organising series of agitational programmes including staying away from the work for one hour during the beginning hour of the duty on24th May 2017 and conducting demonstrations. Confederation National Secretariat calls upon all affiliate's and COC's to extend full support and solidarity to the struggle of the defence employees against privatisation and for job security. Leaders of the Confederation are requested to visit the leaders of ordance factory workers and All India Defence Employees Federation which is spearheading the struggle  and convey our support in person .
